YouTube requires content to be original or to add substantial value on top of anything reused — commentary, editing, added context. A channel built mainly from unedited reposted clips or compilations is the kind that gets rejected on review, regardless of watch hours.
Content is checked against YouTube's ad-suitability standards — excessive profanity, graphic violence, adult themes and hate speech all limit or remove ads. Sensitive topics can still run with limited ads if handled with context; the disqualifying factor is usually gratuitousness, not the topic itself.
An active strike blocks a YPP application outright, and repeated strikes after approval can get a channel demonetised or terminated. Strikes expire after 90 days if no further violation occurs, which is worth knowing before assuming a channel is permanently blocked.
