Ask any agency how many hours your fee represents and what they are spent on. A real proposal can answer that in a sentence. A package cannot, because the number would be embarrassing.
Why the cheap end is dangerous
This is the part that separates SEO from every other service you buy. A cheap logo is just a poor logo. A cheap website is slow. Cheap SEO can get your domain penalised, and the damage outlasts the agency by years.
The arithmetic that makes it inevitable. At ₹6,000 a month, after overheads, an agency has perhaps three to four hours to spend on your account. Real SEO — auditing, fixing, writing, outreach — does not fit in four hours. So the work becomes what can be automated: bulk directory submissions, comment links, and placements on private blog networks.
Those links are named directly in Google’s link spam policy. When they are caught, the penalty lands on your domain, not the agency’s. Recovery means disavowing every link, waiting for a reconsideration, and rebuilding — typically six to twelve months and more than the campaign ever saved.

To be fair to the low end. Not every inexpensive agency does this. Any agency that has costed the work can answer immediately. Hesitation here usually means the fee is a price point rather than a calculation.
